It sounds like you'd be better off buying a Steam Link now to play things like Doom and Valkyria Chronicles on a big screen and waiting for a Neo. There's very little point buying a PS4 if you know that your PC can run multiformat games and your only concern is the location of the PC. I've played a number of games on my Link without an issue. About half my Dark Souls 3 time has been from the Comfy Couch™ in my living room, as the Link streams from my PC in my bedroom, and I was even streaming Dolphin this morning.
As you're interested in PSVR, it would be wise to see exactly what the Neo is and whether or not it offers any benefit to PSVR. At the moment, we only have rumours saying that PSVR will work on the normal PS4 but that's not to say that the Neo definitely won't offer a better experience.
To answer your final question, yes, you would get access to all the PS4 games that you added to your account while you had a PS+ subscription, if you resubscribe.
