Found it :D

I'm almost 100% sure its this, only stumbled upon it after looking through lists of all British and American cartoons before trying with early 90's dubbed anime. If it isn't this its something incredibly similar in terms of style and characters

Wrong way around.

You can also see hints of 1983's Spy Hunter, with the hovercraft mode.

Outrun didn't turn up until 1986.

Woah, Hung up the Cape, a small part of my brain that has been closed away for decades was just unlocked thanks to that Ox Tales clip.

Just when I think, thanks to youtube, I have re-found the majority of things I used to watch as a young child, I discover another one.

Around The World In Eighty Days is one of my favourites - most of the time it sends shivers down my spine it brings me so much joy - same as Animals Of Farthing Wood, Mysterious Cities of Gold and The Raccoons 'Run With Us' do - incredible intros.

I literally would never have animated if it wasn't for these shows - and its making me sad I don't animate right now. :( I draw though so I guess thats something... *sigh*
