Neither. It's being done to create a narrative in which ethnic minorities can be blamed for a rise in infections.

strawberry float, I live in Greater Manchester and got family in the Lake District and Essex I've not seen since Feb, and was hoping to see them in a month or so. Guess that wont be happening.
