Neither. It's being done to create a narrative in which ethnic minorities can be blamed for a rise in infections.

strawberry float, I live in Greater Manchester and got family in the Lake District and Essex I've not seen since Feb, and was hoping to see them in a month or so. Guess that wont be happening. In fact, they were hoping I could join them this week - would I have just have to leave today if I were there now? "Sorry guys, looks likes I've grown more dangerous overnight - must be off now."
