You could make that argument, but the age of those consoles shouldn't affect the quality of the game they released. I think they're deliberating trying to make it sound like it's the hardware's fault (the hardware that they've been developing for all along and planning to release on) rather than their fault.
Those consoles were only 'old-gen' by a matter of days. If the game had released a week or two earlier, and the PS4 and Xbone were still the current generation of consoles, would they still call them 'old' or 'old-gen'? They'd still be over 7 years old, yes, but I don't think they would use that term. They specifically mention it now though because it gives them a way of shifting focus/blame onto the hardware rather than themselves.
