Earfolds made a GRcade dark theme a while ago.

(Thanks for doing this!)

At the moment it needs a browser extension to function.

Coders: How would we go about making this, like, a button? It would be cool if it set a cookie, and if the software, based on that cookie, loaded the alternate CSS.

To begin with can we not just make it an available phpbb theme?

We can and that's a step in the right direction.

Re: button suggestion: I've never used a dark theme because I have functioning eyes that can process light without discomfort ( ;) ) -- but for people who want it, isn't the point that you can easily switch, using the light theme during the day when you have bright ambient light, and the dark theme at night when the brightness of your screen is more uncomfortable?

This is actually already a feature for Mac OS users, simply use the shortcut Control-Option-Command-8.

I've been writing code that way for years, but I can make a colour swap for the current theme.

This also ties into the forum software. It would be a huge waste of resources to develop a phpBB theme if we device to switch software. There there's a logic gate there.
