I don't think CeX sell new anything, could be wrong though.

Pretty sure they only sell exchanged goods.

They don't sell anything new, it means they never have to pay any VAT as everything is second hand.

Actually, they do sell new stuff sometimes. They don't sell it as new, but they will tell you in the shop if something is new.

I think they buy in PSN/XBLA vouchers and that kind of thing which are more or less new but technically second hand since they bought it off somebody else before selling it to you.

They don't tend to sell new consoles, but any game with an (S) in the label is new (sealed) and will include all the codes and whatever.
