How did the master get his Regens back?
The Time Lords gave him a new set of regenerations so he could fight in the Time War. He then promptly pissed off and hid because of how scary it all was and strawberry float off was he getting himself killed for anyone else.

I think it's that The Doctor is the genetic template for all of the Time Lords, so they all register as the Time Lord race because they were based on The Doctor's genetics.

i had thought about that but that just begs the question why not explain that in the episode? for what was the biggest retcon in the series they left a lot of explaining out

They explained exactly that in the episode though. They said that the foundling became the founder and was the basis for all Time Lords.
