Not an authority on Old Who at all but the bad guy's MO reminded me of the Time Meddler a little bit, I want to see him return later on.
From what I remember of the Time Meddler the actual meddler seemed more about having fun messing with history than having a hateful agenda.

I need to rewatch it but I'm pretty sure because Graham stood up to leave it meant he was the one standing without a seat.
As for the Meddling Monk he was more in it for the fun and at times thought he was doing good. Like a really gentle laid back Master.
I didn't twig that he was the actual person that caused her to get up to be honest, they really could have done with more shots from the front of the bus to show just how busy it was rather than having Jodie Whitaker glancing round and saying how many seats there were.
I know the Time Meddler was more about having a laugh, but his Wiki page says he did also try to mould history for the "better" - he is trying to change the entire course of British history in the first story:
link. You could also argue that this new villain truly believes he is working for the good of mankind, even if he is attempting something abhorrent.
The bad guy in this is quite playful when he talks about what got him put in the Stormcage, so perhaps it was a prank gone wrong and he got radicalised when he was inside. I don't necessarily think he is the Time Meddler (although he knows what a TARDIS is so could be related to the Time Lords in some way). It's just a little theory I came away with from a single watch of the episode.
