He's done this repeatedly. The official offer is a legal protection from his side, "No this isn't a pump and dump, I made a sincere offer to buy the company!" Note how low the offer is, they'd be stupid to take it. The share price was 60 last October.

Your mistake is to reasonably assume that once rich people get rich enough they might care about something other than getting richer. This is unfortunately not what happens.
