Seems to be the most important quote. DSTL identified it as a novichok, and presented the evidence that it was a novichok to the government.
This would presumably line up with the first announcement in the House of Commons that the nerve agent was novichok of indeterminate origin, followed by the second announcement that other factors, including British intelligence, suggested it was Russian.
EDIT - Of course, Boris Johnson then couldn't resist telling a lie that makes him look like he's involved in doing a good job. Very Trump-like response!
