I pretty much only stream modern games via capture card, and I use the Elgato HD 60 S which I got on Black Friday sale last year for £100. Used to use my friend's Elgato HD 60, but the S is much more 1:1 in terms of real time capturing. But there are ways to delay your webcam/reactions etc. to match a delayed capture card. So if you're not fussed about FPS or slight delay, you can pretty much just go for the bare minimum. So a budget of around £50 for a capturing device sounds about right to me. Maybe wait for black friday deals.
