But yeah, making yourself from a hood into a supervillain would be a cool game and go perfectly in this age of anti-heroes. You could perhaps have a structure whereby where you choose your hideout and the thugs you employ/crimes you commit are all linked into to causing a horrible accident that transforms you into your supervillian persona in the 3rd quarter of the game.
Or have it much more free, where you can choose your own path, and the story develops around the decisions you make in a much more complete way than they did in GTA4. It can start you off as a man who is recently made redundant after government meddling, and initially turns to crime to feed his family, but eventually develops into a career criminal intent on taking down the government. The way you get there is entirely up to you. Set it in the UK, so you can't just wander into a shop to buy weapons, but must instead develop contacts within the criminal underworld, who can provide firepower from the boot of a car in a secluded alleyway.
