I took the limited sniper rifle to be a side effect of the fact that we will get better ones later. The stuff you unlock for your Mastery are not location locked. So when they drop more levels, including stuff like the Sniper Briefcase, you'll be able to bring them back to Paris.
Which puts the game in a bit of an odd place, since traditionally you don't have the best gear at the start of a Hitman game but since it is episodic people are looking for specific stuff in Paris that they appear to be holding back for later missions. It would suck slightly if you already had the best gear by the time the second bit of content dropped, so I can understand why they've did it. Still, perhaps making items location locked and just letting people get the best gear in the first episode might have been more satisfying in the short term.
I'm fine with the aiming in the majority of cases, but there is a certain sauve-ness to the classic Hitman head pop that is lost with the new system. I think they could do something clever with the analogue triggers in that regard. Light press to bring up the cursor, full press to take the shot. I only miss it for the silverballer kill, so it could be a special single-shot execution animation.
