Bolt averages just over 36km/h when he is running so you'd have to able to go from a standing start to averaging over 18km/h to beat him. I wouldn't call that slow.
Banana skin throwing/sliding. Add some slap stick to the games. If there is one thing I learned in my lifetime it is that people all over the world love physical comedy. After binge drinking, our biggest exports are Benny Hill and Mr Bean.
Spice up the 110m hurdles, with spectators being encourage to toss banana skins onto the track. For swimming events, jobbies with a bit of buoyancy should replace the banana skins. A true champion should be able to pole vault whilst skidding on some fruit.

I wouldn't say that someone who is unable to beat Bolt in this proposed race is incredibly slow though. We need a faulty Rover 75 to test the theory properly.

And why would that be?
Because, in my experience, wanky students play it. A game that you play lazily at the beach but has no competitive element embedded into the ethos makes a good sport not.
Then you clearly have no clue what you are talking about.
In any case it shouldn't be an Olympic sport as it would turn it into a commercial sport and some of the things that make it a great sport to play would be lost, like self-officiation for example.
