To me it definitely sounds like David Hayter doing the Solid Snake voice.

Yeah that doesn't really sound much like him at all to me.

It does sound like practically every training video I've ever sat through though!

Slightly tangential - my son's been watching quite a bit of My Little Pony: Friendship is Magic recently (actually not that bad a show!). One of the bad guys is this immortal and omnipotent dragon thing who is a real chaotic neutral type character who generally causes trouble (traps the ponies in weird mazes, hypnotizes them etc) and will leave the scene by disappearing in a flash of light. The voice sounded really familiar and when I googled - yep, it's John De Lancie! So Q is a recurring character in My Little Pony now...
