I was curious if we could modify how MP4's behave. Normally they just play like gifs in loops with the sound disabled by default, but if you have one that has a punch line or with sound it kind of destroys the impact. Would it be possible to modify their behaviour to only play when clicked but have sound? Maybe we could keep the normal webm tag, and have an alternative with sound?

I don't think Webm is under MP4 spec but yes interested to hear more thoughts about this.

It would seem to me they are mostly used for visual impact and so having them click to play would affect more adversely than those that require sound for impact.

A click-to-play webm player with sound enabled is a good idea. like [webm-click] or something.
