I’m not sure going 7 years (which will probably be 9 by the time Prime 4 releases) without releasing a game can be considered only a minor thing.
There’s clearly troubled development there with one, if not two cancelled projects.

But they must be doing something right for Nintendo to keep funding them? Maybe they’ve just been pitching Prime 4 non stop and Nintendo have finally given them the green light

While nothing has been officially confirmed yet, the fact that each game has been given its own rating could suggest that (in addition to buying the entire BioShock collection) individual titles may be available to download separately
