It's a basic tank tactic of fire on a ridge and then retreat a little so the ridge gives cover.
I think my battlefield headless chicken tank tactic is most likely not all that useful in real life as they most likely give a gooseberry fool about being owned by noobs with panzerfausts as real people don't get to respawn.

Getting up those is probably fine, it's coming down that would be the death trap.

I used these at a friend of a friend's house once, would be much better in my opinion.

Ironically, this gooseberry fool is probably due to incredibly vague building codes like second story must be accessible by a set of stairs, but then there is no actual rules about how the stairs should look. They could have just put in a spiral staircase if they wanted to save space, but that would probably be more expensive.
