How many times has that image been reuploaded holy gooseberry fool the artifacts on it.

Is that how it works? I mean, if it does, then I had no idea reuploading an image was akin to photocopying a photocopy. But! I can sort of, maybe, possiblyish understand it if the image was very old and of poor quality to begin with. Like if the original photo was taken with an pre-smartphone era mobile phone. HOWEVER! How the bloody hell did this one get in such a state in so short a time?!

So IS it how uploading the same image over and over works? I was thinking maybe it was a meme filter or something.

I think with the ones that are really bad that you see coming from Facebook, they've been screenshotted a bunch of times, rather than downloading the image as it is then reuploading. Probably with various instances of zooming in from each person screenshotting it (either to fit the full screen better or to crop things off), lowering the quality each time.

With that bottom picture, it could well be a low quality source like a security camera, as Albear says. The artifacting on the text itself though suggests that it could be the screenshot/reupload thing.
