If you assume she meant UK when she said England their are roughly 68 million people here although I think it's closure to 66 million.
Does she say the interpreter didn't show up and still got paid? Because she has no way of knowing this personally and as someone who signs off on interpreter attendance in my own clinics I'm inclined to believe it's shite. And I'd be much more concerned about the poor person who was sat in a hospital and couldn't be treated or even properly communicated with, but then I don't attend Free Tommy rallies so idk...
I think she might of meant the clinical staff although it's hard to tell as she isn't very coherent. When I worked in health care we tended to overbook clinics so I doubt they would've been idle.
Yeah, we factor in a DNA rate into clinic bookings as far as I'm aware so in theory the clinics are always fairly busy. It's all predictive though so sometimes it doesn't work. I work in diabetic eye screening so we don't discharge patients for non-attendance as you would in a standard outpatients setting. This means that there are people we haven't seen in five or ten years that we have to keep inviting, because it stands to reason if they're not engaging in their diabetic care there's a higher chance they're more at risk of the problems we're screening for.
Let's face it though, she'll probably be the sort of person who sees a nurse chasing up patient transport or test results on the front desk and thinks "OH AND THEY WERE ALL JUST ON THEIR PHONES NOT CARING FOR PATIENTS THIS BLOODY COUNTRY"
