I can believe it's how they have spun it to avoid a fine, but lets be clear it's bullshit - "attendance" has strawberry float all to do with ownership of a property or whether you travelled somewhere!
I bet there are thousands of people up and down the country who (rightly) received fines for lockdown breaking events that happened on their own premises
