Well the Russian Federation hasn't been communist for about 30 years. Homelessness didn't really exist for most of the duration of the USSR, but it became a problem again by the mid 90s.

Russian are totally capitalist while being anti-liberal and retaining some of the worst aspects of the soviet union; aka corruption, lack of transparency and fake democracy It's not a liberal capitalist democracy like the western countries, but it's decidely not communist. It's maybe more state capitalist I guess? To my understanding it's a plutocracy of sorts where the power and money is vested in the hands of a cabal of government figures and neo-boyar businessmen/mafia leaders. Obviously all capitalist systems are like this to some extent, but for all their problems in our system the people do have some say in political decisions and on occassion normal people can make it big financially too.

There is no such thing as 'unregulated capitalism', capitalism can only exist because of strict rules governing property and trade. Commerce as it occurs within capitalism cannot work without the force the state underpinning everything.
Many capitalists don't want to acknowledge this because they hold to the argument that the way things work as 'natural' and not the artificially created system that it is.
