In my experience, the actual locals want the bases. If they were just pulled out, the local economy would be absolutely decimated.
Its kind of the same with Trident in Scotland. The Government and the majority of the populace want it gone, but when it comes to crunch time and the job losses and damage to small local economies it is a different story.

By government, I assume he meant the Scottish government. Which is the SNP who are well known to oppose nuclear weapons.

The Scottish population is more split, it appears that 47.2% of Scottish people were opposed and 31.6% were in favour.
