Monster Hunter is based around them. The time limit stops you spending 2 hours cheesing a fight. It prioritises DPS as the best measure of a weapon's effectiveness. It forces you to be aggressive and to manage your items effectively. Hunting efficiency, especially for quests with multiple monsters, is a serious consideration with a time limit. Some Elder Dragon fights (looking at you Lao-Shan Lung) are almost literally just DPS races against the clock.
The course time limits in Mario are basically inconsequential and I agree they would be better removed. I wouldn't say the same for Monster Hunter - failing due to time out is a legitimate fail state reflecting a failure in play. They aren't however so strict as to be the focus of the game.
