Tis a programming / cryptographic term.
Say you have a web form, if you just have a form that submit something, that submission will likely use POST so the fields get sent to the server and processed.
This means that someone could write a script that packages up the data and sends it to the server then does it again and again causing a service issues.
One way to protect from this is to use a nonce on the webform, so when the page loads the server generates a hash value that is included in the form when the page goes to your web browser, you the fill in the form and when you return the data that hash is there too, this means the server knows the data is from genuine sources because if the hash doesn't match a hash it knows it put on a form it can drop the data and not try and process it.
