Just had my next door but one neighbour angry at my door because the day before yesterday I moved 3 large rocks he has on the (Council owned) grass infront of his house. I moved them because they were blocking me from going around a car parked on the shared driveway infront of thr house between us.
This neighbour used to park a huge van on the shared driveway infront of his house, which required me and others to drive on the grass patch to get around, so he originally put some smaller rocks there as the grass was getting torn up. I kept moving them out of the way, but he kept putting them back, so eventually I just took the rocks away entirely. A little bit after that he got the larger rocks that I continued moving out of the way.
Eventually some people moved in on the other side of him (the two houses there, also on the shared drive, had been show homes up to that point) and I presume they complained to him because shortly after that he started parking his van and car up on his front garden instead of blocking the shared drive.
Things had been fine like that until the other day when I had to move the rocks again to get by, but he's ow decided to come knocking on my door to angrily have a go at me for moving them and asking why I can't just go the other way off the shared drive (It's semi-circular so joins the main road at both ends) however to reverse my car out of my private driveway it's far easier for me to reverse out to infront of my house, then go past his to exit the shared drive. Reversing out the other way would require more time, more back and forth and if there's a car parked infront of the house between us (as was the case the other day) then it's even more difficult to reverse out that way.
He complained that he had me on camera moving "his rocks" (which I'm 99% certain he actually took from the corner up the road as there's now only 1 rock there where there used to be 4, and he has 3 rocks infront of his house that are the exact same type as the one remaining up the road), but so what? He's putting them on council owned land and obstructing right of access on the shared driveway. He also threatened that if I keep moving them he's going to just put a huge boulder there and put one infront of my car to stop me from getting out of my driveway. All whilst wearing his DPD uniform
I eventually just shut the door and he walked off. I'm thinking of just writing a politely worded letter outlining that I have a right of access across the shared driveway, just like every house on it, and that the land he's placing these rocks on is not his land and is infact council land.
I can't decide if I should include a part that if he continues to behave aggressively towards me I will be making complaints to the council, about him using their land to cause an obstruction, and that if he does block my car I will be making complaints to not only the police but also his employer, as he has been behaving aggressively and making threats to me whilst wearing his company uniform. But part of me thinks that might be going in too hard and I should save that for a second letter if he continues being aggressive if I have to move the rocks in order to get through.
