According to the article it does extend to the ISS at least. Basically the law of whichever country the astronaut is from takes precedence, but other countries can request extradition if necessary.

The biggest loss of late was brer. Not only did he stop posting, his account disappeared, his twitter disappeared, his battle.net account disappeared and seemingly all his most recent posts disappeared. Complete righttobeforgotten.
