Most of the pictures have one fairly okay-ish looking girl, but she's made to look even worse because of the complete munter - who looks about 30 years older - stood grinning next to her.

These girls are from E3 2007. Why are the ones at Leipzig so bad by comparison?

No offense intended, but a lot of the girls are going to be German. Considering how many models make it over to the states that would probably explain something.
The women above are very American or from American islands.
Popular British taste in women must be influenced by American tastes.

Good busts aren't as scarce as people make out, and the resulting assumption that all good cleavage is fake is therefore a bit frivolous. I see plenty of good racks on an average trip through town.

You get the answer to your question by looking at your map. A substantial number of women at Leipzig look like they are from the expanded Europe.
