Saudi takeover of Newcastle has apparently passed the fit and proper test. Obviously "doesn't murder journalists" isn't one of the checks.

If Saudi Arabia are fit and proper, then I can't see how anybody could ever fail.

The test is more concerned with financial side of running the club. You fail it from having filed for bankruptcy or having been disqualified as a company director, things like that.
