Actually I'm not sure about this, in Ireland they don't release name until found guilty but I think in the UK they can be named when they go to Trial. In Northern Ireland they names two Rugby players during trial and both were found not guilty.
In the UK the police don't name people who are arrested and will not confirm/deny to the Press if asked.
If the person is formally charged, then the Police will release the name. I think that's the timings anyway, I don't think there's any kind of law that says people can't be named until found guilty.
