A note on the game's theme

Earlier this month a British Member of Parliament was murdered, the second MP in 5 years to be murdered in office. Coincidentally, the theming of this game of Mafia (which I started planning before the recent murder) is a fictional parliament in which players, as members of the parliament, will kill each other off. On reflection this is a little uncomfortable, and I am unsure how this will appear to both players and spectators - this is, after all, a public forum. It should go without saying that the real world murders of David Amess and Jo Cox were tragic events and despicable acts that can't ever be justified. Knowing our community as I do I believe those following the game will understand any similarities to be purely coincidental, and I very much hope no one will be upset by the game continuing or find it inappropriate. If that isn't the case, please either message myself or raise it independently with a forum moderator.

The Dukedom of Hannivalia
The Alps, Late 19th century

It is a turbulent time for the small alpine dukedom of Hannivalia. Under the late Duke's reign the country has undergone great social and political upheaval, its once devout people breaking with the traditional authority of the Church while democracy encroaches into the halls of power, the old Duke willfully ceding much control to an emboldened parliament.

Not everyone is happy with the dukedom's new direction. A hard-line religious sect known as "The Conformists" are bitterly opposed to the waning influence of the Church in both social and political matters, objecting to what they see as an immoral tolerance of religious freedom. With the death of the old Duke and the ascension of his young son, Duke Hanno IV, to the throne, these tensions look set to reach breaking point.

Parliament of Hannivalia
October 26th, 1891

On the upper side of Parliament Square and looked over by the opulent seventeenth century Elefantenpalast, the residence of the Duke of Hannivalia, stands the Grand Hall, seat of the Hannivalian Parliament. Built only ten years prior, a large crowd now surrounds the building, held back by a regiment from the Royal Guard, drawn to the hall by reports of a great commotion within.

You are a member of parliament. Inside the hall, surrounded by your peers, you look upon the body of Lord Orange, fellow parliamentarian and Speaker of the House. At least he was, until his untimely murder, evidenced by the bloodied knife lying at his side and the written confession pinned to his chest.

From the entrance comes a cry as in marches a contingent of the Royal Guard, and behind them their charge, the Duke himself. Duke Hanno IV, son of the late Duke Hanno III, equal in name but not in stature. Making his way through the parting crowd, he takes the note from the stiffening body and reads.

"Fellow members of parliament,

A dire moral corruption is eating at the rotten heart of our once proud nation. The late deluded Duke betrayed long standing tradition, turning against the Church that has blessed this country through every century since its founding. Even here in our nation's parliament, evil and immoral men seek to guide us into damnation under the poisonous guise of democracy. Lord Orange was one such traitor, and has met with a traitors end. So too will all else who stand against us, faifthul children of the Church, until this parliament is made righteous.

Signed, the Seven."


The Duke looks around the room, his eyes briefly meeting your own, the anger within them plainly felt.

"Such treachery cannot be allowed to spill out into the streets of our great nation. By ducal decree I am placing this parliament under house arrest! The royal guard shall see to it that none shall enter or leave this building except by my authority."

"Honourable members, you must amongst yourselves root out these evildoers and surrender them for execution. Once per day my guard shall await the presentation of one of your own, to be escorted to parliament square and executed for treason. This crisis will not end until all seven of these traitors are dead!"

With that the Duke turns and leaves, the large doors of the Grand Hall swinging shut behind him as the royal guard secure the exit. You look around at your fellow parliamentarians, realisation of your deadly predicament dawning. The first day of parliament begins...

The Basic Rules

The game pitches an uninformed majority, Parliament (Town/Village), against an informed minority, Conformists (Mafia/Werewolves).

Parliament wins when all of the Conformists have been killed.

The Conformists win by passing the "Church Conformity Act", or when such a result becomes inevitable by the rules of the game.

The game alternates between a "day" phase and a "night" phase. The day phase starts at 9am and ends at 9pm.

During the day phase, players should vote in thread for a lynch candidate. The player with the most votes will be lynched at the end of the day.

Also during the day phase, players should vote on the law proposed by the Speaker and announced at the beginning of the day, either in favour or against. If a law passes with a simple majority, it will become part of the rules of the game.

During the night phase, players with night actions (including the Conformist night kill) should PM the Duke with their intended action. The results of night actions will be revealed at the start of the next day. Night actions may be queued in advance if time constraints dictate it.

There is no victory in death.

You must not post after death.

You must not directly quote (or screenshot or similar) the contents of your role PM.

You must not edit posts in the game thread.

You must not use the forum's "Who is online" function.

Unless otherwise stated, you are NOT allowed to communicate with any other player outside of the game thread.

If you have any questions on the rules, feel free to ask for clarification either in thread or via PM.

If a rule has not been explicitly stated, exercise your judgement based on the norms of these games and ask if necessary before acting.

Laws in Effect

State Secrets Act

The number, names and descriptions of all roles in play will be published.

Protected Communications Act

Private communication, including via PM, is allowed between all players.

* Investigatory Powers Act [requires State Secrets Act]

The Minister of Justice will learn a player's role as well as their alignment on investigation. However, Conformist aligned players will be informed if they are investigated (but not who by).

Internal Affairs Act

The role of "Minister of Internal Affairs" is created, to be elected daily in place of the vote to lynch. The Minister of Internal Affairs decides the lynch candidate for the day and is protected from night kills.

Ministry of Truth Act

The editing of posts is permitted.

Execution in Absentia Act

Every player must post once per day or face execution (unless extenuating circumstances are given to the Duke).


Laws for Proposal

* Emergency Powers Act [requires Internal Affairs Act]

The role of Speaker is abolished, the daily choice of law for proposal instead given to the Minister of Internal Affairs.

* Voting Integrity Act [requires State Secrets Act]

The one shot powers of the Chief Whip, Filibusterer and Noble are unusable while this law is in effect.

Freedom of Information Act

Discussion of "Who is online" is permitted.

Expedited Execution Act

The lynch vote will be concluded immediately on reaching a simple majority.

Stay of Execution Act

A "no lynch" vote is permitted.

Double Jeopardy Act

A double lynch will be performed on a tied vote to lynch.

* Compulsory Lynching Act [requires Execution in Absentia Act]

Every player must vote for the lynch each day or face execution.

* Compulsory Voting Act [requires Execution in Absentia Act]

Every player must vote on the proposed law each day or face execution.

Repeal Act

Any law currently in effect may be repealed.

Church Conformity Act

The Conformists win the game.

Elected Roles

Speaker

The Speaker is a special role elected by parliament. The game will begin with the election of a speaker.

As their night action, the Speaker should propose a law or propose to repeal a law, to be voted on the following day. If the Speaker fails to submit a night action, a law will be proposed at random from the set of unpassed laws. The Speaker is unable to vote on the law themselves, but is still able to vote for the lynch.

On the death of a Speaker, a new election will be held the following day in place of the usual law vote. A Speaker cannot retire except by death.

A newly elected Speaker is immune from all night actions the first night following their election, as they will be escorted to the Duke's Palace to be sworn in. They also cannot perform a night action on the first night, except to choose a law to propose the following day.


Minister of Internal Affairs

The Minister of Internal Affairs (MIA) is a special role elected daily by parliament, dependent on the "Internal Affairs Act" being passed. The MIA is a "mayoral" role responsible for deciding the daily lynch.

A daily vote for a MIA replaces the vote to lynch, with an earlier deadline of 7pm.

The elected MIA should declare their lynch candidate in thread before the end of the day phase at 9pm. If the MIA does not declare a lynch candidate, one will be chosen at random unless the "Stay of Execution Act" has been passed, in which case no one will be lynched. The "Compulsory Lynch Act" does not apply to the MIA.

The same member cannot be voted as MIA for any two consecutive days.

The MIA is protected from night kills.

The Speaker can be elected as the MIA. If the "Emergency Powers Act" is passed, the permanent Speaker role is abolished and responsibility for proposing laws will be given to the MIA.

Parliament Aligned Roles

Member of Parliament (x13)

You are a Member of Parliament! As an elected representative you find yourself thrust into a cruel game of life and death, armed with only your wits and debating hall skills. Can you identify the treacherous Conformists before it's too late?

The Member of Parliament is the standard Town/Village role with no other special powers.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Minister of Justice

You are the Minister of Justice! As the old adage goes, with great power comes great responsibility - and there are few positions in the Dukedom granting more power than that of the Minister of Justice. If anyone is capable of identifying the Conformists amongst your ranks, it's you.

The Minister of Justice is the "investigator" Town/Village role. Each night you can learn the alignment of another player between "Parliament" and "Conformist".

The passing of additional laws may result in you gaining additional abilities.

There also exists a "Shadow Minister of Justice", who will take over your role in the event of your death.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Shadow Minister of Justice

You are the Shadow Minister of Justice! A parliament is nothing without an opposition, and you hold an important role as part of that.

The Shadow Minister of Justice is a "backup" Town/Village role. Should the player with the role "Minister of Justice" be killed you will take over in their stead.

The Minister of Justice is the "investigator" Town/Village role. Each night they can learn the alignment of another player between "Parliament" and "Conformist".

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Backbencher

You are a Backbencher! You might not wield much influence in parliament, but blending into the background and going unnoticed can sometimes be to your advantage.

The Backbencher is a "tracker" Town/Village role. Each night you can track a target to see who they themselves target with a night action, if indeed they do, although you will not learn what action they are taking.

To keep yourself unnoticed you are not able to track the same target on any two consecutive nights.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Military Veteran

You are a Military Veteran! Hailing from a well-respected family with a military tradition, it was natural that you yourself trained and served as an officer in the armed forces before taking a seat in parliament. That military discipline has stuck with you, leaving you quick-witted and capable of putting up quite a fight.

The Military Veteran is a "doctor" Town/Village role, capable of protecting others from night kills. Each night you can choose a target to protect, all-but assuring their survival until the morning. However you cannot protect the same person on any two consecutive nights, and you are not able to protect yourself either.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Committee Chair

You are the Committee Chair! As head of a parliamentary committee you are responsible for calling other members to give evidence in your nightly hearings. You might not actually learn anything from these hearings - these parliamentary committees rarely achieve any actual results - but you might just waste someone's time when they could be spending their nights doing something else!

The Committee Chair is a "roleblocker" Town/Village role. Each night you can target a player to be called in secret before your committee, preventing that player from performing any night action themselves. You cannot however prevent any night actions being performed against your target.

There also exists a "Committee Deputy", who will take over your role in the event of your death.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Committee Deputy

You are the Committee Deputy! What better expression of parliamentary bureaucracy could there be?

The Committee Deputy is a "backup" Town/Village role. Should the player with the role "Committee Chair" be killed you will take over in their stead.

The Committee Chair is a "roleblocker" Town/Village role. Each night they can target a player to be called in secret before the committee, preventing that player from performing any night action themselves. This cannot however prevent any night actions being performed against the target.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Noble

You are a Noble! Some people worked their way up into the halls of power - you were born into them. Thanks to your family name you hold considerable sway with the Royal Guard, perhaps even enough to convince them of an alternate course of action.

The Noble is a special Town/Village role with a one-shot ability to rig the lynch vote. Once and once only you are able to secretly rig the lynch to ignore the outcome of the vote and lynch a target of your choosing. You might use this to eliminate a suspicious player who has ingratiated themselves with the group, or perhaps to save yourself from public execution. The choice is yours, as is your birthright!

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Chief Whip

You are the Chief Whip! Because even democracy sometimes needs a strong hand.

The Chief Whip is a special Town/Village role with a one-shot ability to rig the law vote in the affirmative. Once and once only you are able to secretly rig the tally to ignore the outcome of the vote and make a proposal pass into law. The only vote you can't rig is the election of a new Speaker.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Filibusterer

You are a Filibusterer! The rules of parliament are there to be bent, and you are all too happy to bend them if it means saving your parliamentary peers from the Conformists.

The Filibusterer is a special Town/Village role with a one-shot ability to rig the law vote in the negative. Once and once only you are able to secretly rig the tally to ignore the outcome of the vote and make a proposal fail to pass into law. The only vote you can't rig is the election of a new Speaker.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Occultist

You are an Occultist! A committed parliamentarian, you also hold an unusual interest in the arcane. Unfortunately this irregular fascination may make you appear a religious fanatic of a different kind, so it is possible you may get mistaken for a Conformist.

The Occultist is a "miller" Town/Village role, aligned to Parliament but appearing aligned to the Conformists on investigation. Otherwise you have no special powers.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.


Spymaster

You are the Spymaster! As head of Hannivalia's secret service you are charged with protecting the Dukedom from foreign threats. While the Conformists are certainly a danger to yourself and parliament, recent intelligence suggests parliament has also been infiltrated by a Foreign Agent. You must discover and eliminate this agent before they destabilise the country entirely.

The Spymaster is a Parliament (Town/Village) aligned special role, tasked with eliminating the Foreign Agent "vigilante" role.

Once per night you may choose another player to investigate as your night action. If this player is a Foreign Agent you will kill them, otherwise you will not discover anything of note.

The Foreign Agent is tasked with killing all power roles in the game, including yourself, and is capable of performing night kills themselves, so it is in your interest to eliminate them first.

Parliament wins when all of the Conformists have been killed. Parliament will lose if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.

Conformist Aligned Roles

Conformist (x4)

You are a Conformist! A dedicated follower of the Church, you are part of the secret conspiracy set on usurping parliament. You should plot with your fellow conspirators, whose identities and roles are known to you, to decide which member of parliament to kill each night and who should perform the kill.

The Conformist is the standard Mafia/Werewolf role with no other special powers.

You are always allowed to communicate privately with your fellow Conformists.

On investigation you will appear "Conformist" aligned.

You will appear on investigation to have no special role.

The Conformists win by passing the "Church Conformity Act", or when such a result becomes inevitable by the rules of the game.

You will receive a standard "Member of Parliament" role PM to help you blend in.


Fanatic (x2)

You are a Conformist Fanatic! A devout servant of the Church, you are part of the secret conspiracy set on usurping parliament. You should plot with your fellow conspirators, whose identities and roles are known to you, to decide which member of parliament to kill each night and who should perform the kill.

The Fanatic is a special Mafia/Werewolf role with a one-shot "strongman" power. Once per game when performing the night kill, your kill can be made almost impossible to prevent - you cannot be roleblocked and your target cannot be protected. Only a newly elected Speaker is immune to such a kill.

You are always allowed to communicate privately with your fellow Conformists.

On investigation you will appear "Conformist" aligned.

You will appear on investigation to have the "Fanatic" role.

The Conformists win by passing the "Church Conformity Act", or when such a result becomes inevitable by the rules of the game.

You will receive a standard "Member of Parliament" role PM to help you blend in.


Grand Inquisitor

You are the Grand Inquisitor! Commanding great respect within the Church, you lead the secret conspiracy set on usurping parliament. You should plot with your fellow conspirators, whose identities and roles are known to you, to decide which member of parliament to kill each night and who should perform the kill.

The Grand Inquisitor is the "godfather" Mafia/Werewolf role. As the leader, you have the final word on who is to be killed and by whom.

You are always allowed to communicate privately with your fellow Conformists.

On investigation you will appear "Parliament" aligned.

You will appear on investigation to have no special role.

The Conformists win by passing the "Church Conformity Act", or when such a result becomes inevitable by the rules of the game.

Third Party Aligned Roles

Foreign Agent

You are a Foreign Agent! Your native country looks upon the Dukedom with envy, and you are their chosen agent of chaos. Having infiltrated Hannivalia's halls of power, you see the current crisis as an opportunity to weaken its political foundations. Beware though, for the Dukedom is not naive to foreign threats, and its own Spymaster will surely seek to root you out.

The Foreign Agent is a special "vigilante" role aligned neither with Parliament (Town/Village) or the Conformists (Mafia/Werewolves). Instead you will achieve personal victory if all other non-elected power roles are killed - on both sides.

To aid on your mission of chaos you have a limited ability to perform night kills of your own. On any three nights you may submit a night action with your choice of target to kill. If you are roleblocked, your action will not be spent, but if your target is protected, your action will be wasted - so be careful.

The parliament aligned Spymaster role is able to investigate one person per night. If you are investigated by the Spymaster you will be killed, so you may want to try and discover their identity and eliminate them first.

On investigation you will appear "Parliament" aligned, despite your actual lack of allegiance.

Parliament wins when all of the Conformists have been killed. The Conformists win if the "Church Conformity Act" is passed, or when such a result becomes inevitable by the rules of the game.

Both the election of a Speaker and the vote to lynch will conclude at 9pm.

With an experienced and safe pair of hands at the wheel, I will make those tough first day decisions that some struggle with and bring control to the proceedings of Parliament. I will also endeavour to bring swift justice to those responsible for the untimely end of Lord Orange.
