Page 14 seems to be where Vermilion mentions him by the stool bloke name, but he might have been mentioned before that.

My neighbour, really nice chap, but my god is he doing my head in. Every time I go outside he is there and always says hello. Doesn't matter if its the first time in the day or the 100th time. He seems to keep a watch on what I'm doing, I waited until the coast was clear the other day and went out on my bike. Whilst I was out, my mum dropped some supplies down as she had been to the shop, and my Neighbour gave her a full brief on how I'd gone out on my bike. My wife, she said she caught him the other day watching me go into my garage.

I can't even put the bloody bins out. I went out at 10pm the other day to put the bins out. His bins were already outside. But he was there at his door as I was walking back down my path.

I feel like a complete prisoner what with this lock down and the neighbour living like a watch guard. :x

I would have, but there wasn't enough sightings last year, his appearances were rare and fleeting for some reason.
