Well, they said, or at least implied it was a breach of the FIA’s protocols rather than local ones, it’d be ridiculous if they started giving out race penalties for such actions though.

Sometimes they stop as they are worried they won't have the 1 litre minimum in the tank rather than actually run out.

I don’t know why they need 1 litre after the race though? I get they need some fuel to sample but it’s not like in qualifying where running your car on fumes could benefit you much.

He spent the whole race attacking Ocon pretty much. I wonder if it screwed up his team's fuel calculations a bit?

Gotta feel sorry for him. It's a shame it's such a draconian penalty; you'd think they could work out a more realistic penalty to account for any advantage gained. If he'd backed off the last few laps and settled for 2nd he'd probably have been fine.
