Yeh game sharing works. I do it with my girlfriend.
If you can get the person who owns the content on that external drive to add their account to your Xbox an set it as their home, then all of their content/subscriptions are available to you to download/use. Likewise you can make their console your home Xbox and reciprocate.
The "home Xbox" option is under a weird heading in the settings, it's under personalisation for whatever reason:

Yes only one console can be set to "home" at any one time, allowing all of that accounts purchase history to be played online and offline by any Xbox account. The content owner will also be able to use the content on any other device that's not set to home, but those devices need to be online and if at any point you lose your online connection you will temporarily lose access to the content on the account until you can sign in again.
You can't assign certain purchases to a console, its all purchase history or nothing.
You can change your "home" console on Xbox One/Series so many times (5 or 6 off the top of my head - I imagine it refreshes after a period of time). On Xbox 360 you can do it once every 365 days.
You can have a "home" Xbox One/Series and a "home" Xbox 360. So in the case of legacy 360 content, you can actually have 3 different Xboxs using the account content
- (1) a "home" Xbox One/Series offline or online with any Xbox account
- (2) a "home" Xbox 360 offline or online with any Xbox account
- (3) on any Xbox console with the purchasing account (online only)
You can have multiple accounts have the same console set to "home", if you had more than one person/account wanting to share the content on the same Xbox
