Mainly because Biden is known, and he's known in an uncontroversial way. He was a very visible part of a very popular administration. He's also suffered a fair bit of personal tragedy that will garner sympathy and make him seem more relatable.

Was Obama well known before becoming President?

Was Hilary Clinton?

Being well known isn’t always a good thing. Hilary was well known because of Bill who lots of Americans hated. Biden is well known because of Obama who lots of Americans hate.

It’s not always about who’s well known, it’s about who’s best equipped to beat the opponent and/or resonate with people.

Biden has a history of casual racism, has a history of being creepy with women, makes constant gaffes, is old as strawberry float and is hated by much of America. All those things also go for Trump, but Trump was appealing to voters who like those things, Biden will need people who don’t like those things.

Well video games are obviously just a convenient scapegoat.

When it comes to tragedies like this, people want a clear cause. What's more, they want a cause tha is easy for them to understand and something that they deem easy to control. And it has to match those criteria and also not disturb any political or ideological leanings they might have.

So of course it's the video games that do it. It's something they can easily crack down on with your doing anything massively disruptive, in a political sense, or with any real outrage. It's doing something, without really doing anything.

It's an easier solution than attempting to change laws or alienating a large portion of the voter base. It's an easier solution than having to come up with adequate gun control. It's an easier solution than having to deal with the issue that, even with future restrictions on guns, you're still living in a country which has more guns in the arms of civilians, than actual civilians.

It will also chime in with the Red side of America who always secretly suspected that it was these violent games all along. Or mental health problems. Or whatever panacea they cook up that coincides with their personal and political beliefs.

So of course it was the violent video games wot did it.

Given how right-leaning most executives are in their campaign donations politicians don't want to actually crack down on games as that would hurt their campaigns in the long run. They know full well that there is no link, the trick is to make a lot of noise that sounds like they're doing something, deflect attention into the debate over games and violence to get away from the real issues of racism and gun ownership. People then flock to defend the games industry despite their tax evasion, terrible working conditions and pushing gambling on children, people feel like something is being done even when it isn't, so everybody wins. Except the people who got shot obvs, but they can't vote or buy loot boxes anymore so who cares, right?
