DC isn't a state (yet) so I think a pardon could erase it yeah. There was talk though that Trump was being convinced not to self-pardon himself because it would increase the likelihood of the DOJ indicting him to prove self-pardons aren't legal and if he couldn't self-pardon himself he didn't want to pardon anyone else.

I suppose the idea that there's anything we can do about it extends as far as you believe there is hope that we can change the voting system to ensure a fairer representation of the population.

I do wonder how much of Trump's votes are from dyed in the wool Republicans and how much he's managed to attract those who's views aren't normally represented and therefore don't vote in a normal election. Maybe that's a fairly large (usually) silent minority.

OK, thanks. I think I'd read that another reason that Trump was considering not giving himself a pardon was because it could be considered an admittance of criminal behaviour which could be very problematic for him in any civil lawsuits coming his way.

Looking at the last few years of data on number of eligible voter percentages (1st no of eligible voters, 2nd is votes cast and third is %) then maybe it's not that much of a factor except maybe in 2020.
