Los Angeles 1983. SNOWFALL is a one-hour drama set against the infancy of the crack cocaine epidemic and its ultimate radical impact on the culture as we know it. The story follows numerous characters on a violent collision course, including Franklin Saint (Damson Idris), a young street entrepreneur on a quest for betterment; Gustavo Zapata (Sergio Peris-Mencheta), a Mexican wrestler caught up in a power struggle within a crime family; Teddy McDonald (Carter Hudson), a CIA operative running from a dark past who begins an off-book operation to fund the Nicaraguan Contras; and Lucia Villanueva (Emily Rios), the self-possessed daughter of a Mexican crime lord.
In 1982, during a dark and fictitious time in cycling history, the sport’s most venerable, time-honored race was marred by the doping of virtually all of its competitors. Riddled with nefarious characters, that year’s competition was a hornet’s nest of moral depravity. Through the perspective of five riders, Tour de Pharmacy gives an inside look into the grim realities of the darkest event in a sport notoriously tainted by controversy.

Could it be a time frame thing maybe. There hasn't been a season of GOT between last years Emmys and this years has there as GOT was on earlier in the year last year?
The seventh season of "Game of Thrones" will not premiere until July 16, which means HBO's fantasy series has missed the eligibility period to be considered for this year's awards. (To qualify for the 2017 Emmys, a program had to air episodes between June 1, 2016, and May 31, 2017.)
And, no, the four Season 6 episodes that aired during the aforementioned dates don't count. The television academy has a "hanging episodes" rule. The Season 6 episodes were counted as being released in last year's eligibility period, so no matter how amazing "Battle of the Bastards" was, it cannot be nominated this time.
