So why aren't English teachers today teaching kids that 'doggo' and puppers' are synonyms for dogs and puppies? Why aren't they adapting to this contently 'evolving' landscape?

If everyone was using "doggo" and "puppers" then it would be covered. But as those words sound like they are only used in Melbourne and Brisbane, I doubt many English teachers use them in the UK.
