There are minimum specs for PC games and every so often when new tech comes along this will mean that a PC game won't play on older machines. It doesn't happen that often, but its normally amazing when it does otherwise the game wouldn't be made that way. Same for games on new consoles, except not this time on XBox.
There are certain things you will be able to do with the new SSDs in terms of loading in assets that just won't work on old consoles.
The only way this won't cause games to be held back is if the Xbox One is only able to play these games because its using cloud compute or streaming tech to play them with more powerful hardware. As far as I'm aware MS haven't said anything about how these games will work on Xbox One, so it is possible that this will be the route.
