I could see, perhaps, the PS4 launching a year after the 360-2, using the year to essentially refine whatever tech the X360 is using. Sony got off to a very rocky start, and despite being hit by quite a few issues (bad ports, psn hacks, generally not as good online etc...) they've really managed to hold their own. Vita seems to show a company that has really revitalised itself, and so they could come out of the gate with the PS4, giving themselves time to "counter" whatever the X360 has tech wise, and put up quite a fight.
It'll be an interesting generation to see because, personally, I don't think it will have much to do with "power" this time. Nintendo will be pushing the Wii U controller, Microsoft will leverage Kinect and improved online/social interaction (and perhaps more), but Sony don't really have a unique selling point of their own yet. Move always looked like "A Wii Remote 2.0", and especially next to the Kinect lacked the wow factor, so presumably they'll be hard at work of something of their own. Vita shows they could certainly manage it, and I expect the PS4 to have a much more solid OS right out of the gate, at the very least.
It's very exciting times, although I do wish the next-gen wasn't coming quite so soon. I was quite happy where we were and thought the Wii was the only console that really needed an upgrade. I have a feeling big changes are in store for the next-generation, in a response to the massively increased market, a need to control costs, and the increased competition from various other forms of emerging gaming devices.
