Meanwhile starve the rail infrastructure of investestment,ensuring gridlock on the roads becomes the norm.

If the Brynglas tunnels were situated in the USA or China doubt they would be much of an issue, there they would just dig some more tunnels or put some massive flyover in vicinity.
