Its a complicated one. Unlike with Hogan, there is no footage of her being racist. The woman who was racially abused said the incident is forgiven but didn't name her, so we don't know any of the details other than what Allison Kaye has alleged, as far as I know.
The bullying is a bit different, it's kind of hard for me to castigate Kaye for bullying, when no doubt countless top stars in the past have been able to get away with a lot of bullying and been pushed to the stars. Shaun Michaels for example with the Clique was a pretty shady guy in the 90s but seems to have a stellar reputation today. Randy Savage was downright abusive to Elizabeth but that seems to be largely forgotten. It doesn't make it any more acceptable for these things to apparently be happening, but wrestling is such a weird industry in terms of what behaviour is 'acceptable'.
None of that excuses her alleged behaviour of course, but I think Impact probably made the right call since at this point they are only allegations. If more comes out over the coming weeks, then they should probably get the title off her.
On a side note (and this doesn't excuse her behaviour in any way) her match against Sami Callihan was very impressive at the weekend.

The racist incident happened in Japan in Stardom in 2017. She had a ton of heat there for just genuinely being a banana split to a lot of the other girls there, that was already known about but the news of this racism incident is new. She pissed off some of the regulars there to the point where one of them (Kagetsu, who was one of the locker room leaders) was openly laughing at her during a match and began no-selling her offence. Tessa made it to the finals of the 5 Star GP tournament and a similar thing happened in that when she was fighting Yoko Bito who went on to win.
iirc Io Shirai (the top star in Stardom then) had enough of her by that point and basically kicked her the strawberry float out of there and she was never invited back.
She was a prick during the first Mae Young Classic too, with I think the most famous incident was her being escorted out of the NXT Performance Center after having a meltdown when Ricochet dumped her.
There's been reports of her being a prick on indie shows as well that have been corroborated by wrestlers from those shows too, including being involved in a legitimate fight in the middle of a battle royal
twice with Deonna Purrazzo (this is up on YouTube) and afterwards in the locker room.
When you're a really, really good wrestler and the daughter of a WWE Hall of Famer and former Horsemen and WWE still don't want to sign you then there's obviously something up.
